 Xây dựng nhà ở xã hội trở thành “chỉ tiêu bắt buộc” trong kế hoạch tổng thể phát phát triển kinh tế - xã hội 5 năm và hàng năm của cả nước cũng như từng tỉnh, thành phố. Nghị quyết của Bộ Chính trị về "Quy hoạch, xây dựng, quản lý và phát triển bền vững đô thị Việt Nam đến năm 2030, tầm nhìn đến năm 2045 đã nhấn mạnh điều này, đi kèm với yêu cầu “các tỉnh, thành phố phải bảo đảm bố trí đủ quỹ đất để phát triển nhà ở xã hội”. Phải có quỹ đất thuận lợi Đề án đô thị hóa, phát triển đô thị và phát triển kinh tế đô thị Việt Nam đến năm 2030, tầm nhìn 2045 được Bộ Chính trị giao Ban Kinh tế Trung ương chủ trì, phối hợp với các cơ quan liên quan nghiên cứu, xây dựng và ban hành; trong đó thẳng thắn nhìn nhận nhiều bất cập, hạn chế về phát triển kinh tế đô thị.
